I'm not sure I understand the request: is it to have an easy construct to put 
commas
between arguments, so there's no argument after the last one?

The easiest way to do this may be to join the strings together in the
content-generator, rather than trying to do it in the template language.  Thus, 
you'd
have
   enum Foo {
     {{enum_values}}
   };

Where enum_values would be created by the application to be something like
"RED,\nBLUE,\nORANGE" or whatever.

If you wanted to do it in the template language, you'd have to do something 
like this:
   enum {
{{#ENUM}}
{{#ALL_BUT_LAST}}
      {{ENUM}},
{{/ALL_BUT_LAST}}
      {{LAST_ENUM}}
{{/ENUM}}
   };

The outer ENUM section is to handle the case where there are no enums at all, 
and can
be omitted when you know that's impossible.

This is a bit awkward, though.  This is really the kind of thing that in this 
system
makes more sense to do in the executable, which undoubtedly has all sorts of
sophisticated tools and logic to make stuff like this easy.
