Refactor Python-based Document Generator to JavaScript

@robwise, I'm going to publish the python code to a private repo. I will push the generated docs into this repo, however, in the interim, while we refactor the generator into JS before incorporating it into this repo.

Notes from Today's TWG Meeting (2/1/22):

1. We want to add a note in our docs that changes to the README should actually be made in the README_template.MD in our docs folder. The README is generated from this template, so changes to the README will get overwritten by subsequent batches of docs.
2. Let's also update our .gitattributes file to play nice with the new doc structure.

Hey @robwise and @bhutchings-aumni, we have a number of low-level changes that are trickling in now that we're reaching the end of the comment period. It would be great to get this integrated so we can get the new-style documentation auto-generated as these changes get pushed to the repo. Let me know if it's worth maybe using the Python version in the interim.
