I've found a report on one of the crowd-jaas repos on github:
Maybe it's only a location issue in Rundeck. I have to check the 3.0.1 release notes and documentation for this.

I've had the 3.0.1 running and the login didn't work. As mentioned, I will check the release notes, if there are some additional settings for this.

I created the ticket flopma/crowd-jaas#13. The code has been updated, I have recompiled and placed the jar in a few different locations but it never loads. Still digging into it.

It was a simple fix, there was just no real way to know that it needed to be done.
For rpm/yum installs it is probably necessary to create a lib directory in the rundeck base directory and put the plugin there.
In my case I had to "mkdir /var/lib/rundeck/lib" then copy the plugin in that directory and start Rundeck.
