HI @JoeMartis ,
Yeah, that bug is specific to Peer Grading problems. "Skipped" problems are put into the machine learning, instead of peer graded, queue.
There is actually a fix for that on ORA master that we're actively working to release: edx/edx-ora@19ab271. There's also a management command, currently on release and master, that will put misappropriated responses back in the correct queue: edx/edx-ora@026b400
