You are talking ONLY about the UI here?
What I find most interesting is, that the german translated UI seems to have been lost. It existed in Germany, the german players played with a fully translated german UI (both for the actual client and for the later added new worldrenderer options screens).

Where I agree is that you should be able to chose the language yourself to play in.

Well they probably didn't provide NDS with the translation when they translated the game

For the ingame resource (all that's not UI): Yes, that's true. I was in charge at MDO during this time for the german translation and patching, and I am working together with Andrew now to get the german resources back in the game (I still have them).

For all that's UI: No, as MDO could not and would not compile the client on their own. The compiled german client was always provided by NDS to MDO.
