maybe you can temp-replace
content_by_lua_file /path/to/file.lua;
with
content_by_lua "loadfile('/path/to/file.lua')()";
to avoid restart nginx a lot.

I've just implemented the "lua_code_cache" directive in git HEAD. It currently only accepts two values "off" and "on".

Apache mod_lua's "stat" mode is not implemented (yet) and may become a TODO.

This feature will be included in the next release of ngx_lua.
