I'm wondering whether one wants to start draft "Appendices" for things that are optional but agreed patterns for how to do stuff. We really want to keep the core super-simple (minimally useful could be our motto).

I agree on keeping it simple, we've actually discussed this and I think we'll lean against this and say that performance measures can be done outside of the budget spec, but thanks to the budget spec it can point to specific budget items
