Scrap the "debrelease" idea.
I notice that for RPM and Arch we explicitly set the "Release" field to "0" so to be consistent we can do likewise for Debian, however with Debian the release is folded into the version numbering.
So it would seem better to have a param "debnonnative" to indicate that "-0" should be appended to the version for the Debian control files.

Debian releases can be indicated with the DEBTRANSFORM-RELEASE tag in the .dsc file.
