I've had a re-think. When we have IPCs I'd support this. I think for the moment maybe its fine?

I still think 5 is a lot for 2 TC. You can create an awful lot of problems with EMPs

Hm we dont have IPCs, still EMPs can shock so many doors, drain APCs, disable cameras and also break implants on TG-Codebase. Maybe not reducing them to 2, maybe to 3 or something. But yeah we dont have any species with EMP weakness yet.
