We have this PR open that would track these transfers: #2811. We can then use that, store it in the database and show it on the inscriptions page.

The decode command doesn't run the index and only parses the envelope of the inscription to tell us what is in it. To track transfers you need to build the whole index. If you want to see if an inscription was ever transferred you can see if the first part of the inscription id matches the output of where it lies. If it doesn't match then it has been transferred.

But a lot of the outside heavylifting can be reduced if the ord client could track 1 level of transfers, considering how almost all metaprotocols share this feature
