I think even if the mod is disabled, it will still be loaded into the game, and you can enable the mod (if the mod can working in some way) in the settings menu of the game. So I think that message showing incompatible OWML version error is necessary.

@XieLongWu disabled mods shouldn't be loaded, only their metadata (from mod manifests) are loaded.
