Hm. "production" should exist on every broker, because it's part of the seed data. Is it a permissions issue? Maybe we need to make sure the user is running it with the right role.

Looks like it's not related to permissions, as there are none applied here.

Will close this for now as it was resolved by adding an environment and isn't an issue for new users.
