With the acceptance of the RFC 0019 as the standard a few days ago, we should change the launch-time value from sticky to non-sticky.
That is, even if you build with pack build node-app --env NODE_ENV="development"
NODE_ENV should be set to "production" by default at launch time.
Users should have to do docker run node-app --env NODE_ENV="development" to change this value.
