I can confirm I downloaded the file and had the same error.

It certainly might be a bad file, but I think it could also be a timeout
issue on their server -- I only got like 25MB of what was supposed to be
a 660 MB file.

Update: SOS got back to me and said they fixed something. The download worked and parser is running.

Great. Who is the best contact there? It might be good to memorialize that somewhere.

Sean Jensen, or some spelling variation of that (hard to think of a name
that could be spelled in more ways), in the Political Reform Division is
who helped me out today. He's not on the IT side, but has access to the
people who are.
