Same here. It seems like this plugin ships symfony/process version v5.0.7.

I do have version v3.4.37 installed as well. This is a required version from laravel/framework version v5.5.48 which is a direct dependency of October.

$ composer why symfony/process    
laravel/framework        v5.5.48  requires  symfony/process (~3.3)      

The fromShellCommandline does not exist in version 3.4 of the process component.

Workaround:

Remove plugins/panakour/vendor directory

Create plugins/panakour/composer.json:
