I am having the exact same issue. Deployment reports failure, but the site seems to provision fine after a few minutes but orders fail to provision. It saves the order to CustomerPurchases Azure SQL table, but it never provisions. the UI reports a notification "payment information collected, creating customer and processing order..." but it never shows up in history and the subscription isn't added. I am attempting a preapproved customer.

This issue has been addressed. Can you update your deployments and let me know if you are able to complete the transaction now?

@IsaiahWilliams - thank you for the reply and the work to fix this.

Using Partner center web storefront, attempted to upgrade the site, got an error.
"Website URL: was not successfully upgraded. Wait a few minutes and then try again. We apologize for the inconvenience."

So, deleted the resource group to start over. Deployed from Partner Center (first time errors as usual), then hit upgrade site and same error as above.

@IsaiahWilliams thank you for taking a look at this.

I had the same results as @jrfinchloom - went to CSP portal - Account Settings - Web Storefront and entered the name of my deployment and selected Upgrade, and it comes back in about 30 seconds with "Website URL: was not successfully upgraded. Wait a few minutes and then try again. We apologize for the inconvenience." I log in to the site using an account that is a global admin for a customer tenant that is also a preapproved customer. When I place the order it flashes briefly that the customer is preapproved and then hangs on "Payment information collected, creating customer and processing order...". The license is never provisioned.

I tried to deploy a new instance entirely, and after 2-3 minutes it came back with "Deployment failed at this time. Please try after some time." Previously, I would get this error but the site would eventually provision, but now it seems that is not happening -- if I visit the site it is still displaying the App Service welcome page.

@IsaiahWilliams thank you. I now was able to update via partner center.

i first tried to update in-place using partner center with the pre-existing deployment. That didn't work. so instead, i deleted the resource group, cleaned up the Azure ad applications, and re-deployed from scratch with partner center and that worked.

The issue preventing you from updating from Partner Center has been corrected. Can you try it again?

I was able to manually update from Azure - App Service - Deployment Center - Sync and it updated the code and works great now. Thanks!
