As pointed out, we're making a decision 16 times, not 8. That makes 281474976710656 combinations in total. That's still bruteforceable, but we should remove rotations and symettries
from between-two-cities-bruteforce.

Erm. There's 9 tiles. So it's 9^16. Which is 58720 years if we assume it'll take a millisecond for each one. I don't think that's bruteforceable.
I'll need to work this one out properly and work out how many unique combinations there are and see if that's feasible.
