So I asked around some colleagues and got the pointer to connect the tunnel over IPv4 to the PeerServer, instead of using localhost which resolves to ::1.
Closing this for now, and monitoring the situation. Please reopen or comment here if times substantially increase again.

Thank you for the report! Confirmed.
Most latency is below a few ms for me, but some connections take multiple seconds.
I think this has something to do with the network, not the server itself. There have been some issues lately between Hetzner and Cloudflare. We'll investigate

Our cloudflared logs are full of error="Incoming request ended abruptly: context canceled".
Killing the worker with the highest CPU load fixed it for now, times are again 100ms including latency.
