The link in #9 indicates it was there in older releases and i don't see it anymore in newer releases on metacpan, so i guess it was removed, but the git history doesn't reach that far back and the Changes file doesn't seem to indicate a reason. Why was it removed?

Probably because it introduced superfluous additional dependencies.
Also, other tools for automatically unpacking and walking all of a minicpan
exist now
