@noirin @mst is correct, you don't need PAUSE permissions and I'll change the document.
@mst @noirin is following the release instructions I wrote which I originally copied from autobox-Core which is just about always a stable release.
Normally I'm ok with being liberal about handing out permissions, but a stable MakeMaker release has a particularly large impact, so I'll change the document so PAUSE permissions are only necessary for stable release.
