I just had the same problem with Ubuntu. In case anyone else is wondering, the solution was to install mono-complete.
This is probably more of a bug with keepass2 rather than KeePassHttp, but perhaps some sort of check could be done to see if the required extra packages are available and give a more meaningful/accurate error message. When reading the error message it seems like the versions of keepass2 and KeePassHttp are incompatible, but that is not the case.

Are you using KeePass 2.17? If so, then re-download the file.

Dunno what's happeninng; might be some weird cache at work on your browser. Delete the plgx file and download KeePassHttp.dll and Newtonsoft.Json.dll and put it in the KeePass directory, that should work

Under OSX via mono runtime I found that this error would come if crashed orphaned instances of KeePass components were holding onto the KeePassHttp port (19455). In my situation terminal> "lsof | grep 19455" showed that lldb was the culprit and "killall lldb" was easy resolution. Collecting my findings here if anybody wishes to compare notes.

Faced the same issue at clean install of Win XP: installed KeePass 2.24, installed .NET Framework 2.0, downloaded KeePassHttp.plgx - KeePass said it's incompatible.
Fixed with installing all other .NET Frameworks also (3.5 SP1 and 4.0).

I haven't managed to find out which of the mono libs are really needed to run keepasshttp (shouldn't be too many) ...
Has there been any progress with creating a list of the necessary single packages?

For me, there was just another keepass process in mono (on Fedora 22) running which lead to that error message! Check that!
