Invalid nameserver delays php-cli execution

Are you using ext-imap, or do you have that loaded? I'm asking because the library used by that extension queries the dns servers on startup (see #11673).

As you said, the problem occurred when the imap extension was enabled.

imap enabled (add extension=imap.so) :

I don't use the imap extension so I'll try disabling it.
