I can confirm this causes an assertion failure in the simple case:
zend_test_disable_functions("var_dump"); // This is just a function I quickly made.
var_dump("test");
This causes: php: Zend/zend_vm_execute.h:3841: ZEND_INIT_FCALL_SPEC_CONST_HANDLER: Assertion 'func != ((void *)0) && "Function existence must be checked at compile time"' failed.
The engine just assumes you can't disable functions during runtime, because we have things like cache slots and code that assumes the function table doesn't change. The thing you want to do just isn't possible at runtime.
It does work however in this case by "accident":
zend_test_disable_functions("var_dump");
$name = "var_dump";
$name("test");
I don't think we should consider this a bug.
What is your specific use-case? Maybe it is achievable by other means. One possible solution could be to override the function you want to disable at startup, you can then check in your override if you're in shutdown and block the call in that case.
