If a new forum administrator reads this chapter, they will not understand what this chapter want to explain. The admin will look for a 3rd area, but they will never find it.

@Skouat You are correct, there is no third area so references to it should be removed. However, VSEphpbb's comments don't relate to that but rather an additional suggested change in the same line.
The whole section needs to be reviewed because I noticed an error in the next line as well, "Set Permissions" should be "Add Permissions".
