Here's a preliminary design for a persistent trader. It does not meet that specification at this time, but will hopefully show what changes the engine might need to support "independent" life.

Really need to have an event generated on the entering of a system by NPC spacecraft.

Updated design. It now meets all of the design specification except for in-system travel.

@Brianetta and I discussed the in-system travel today and decided it was out-of-scope for this particular issue. It can't really work as a trade function until we have commodity price and supply/demand differences within a system.
