I tried something similar on Ubuntu 20.04 and the option that appears to be causing the trouble is NO_GLEW=OFF (and not unique to 20.04).
The default for NO_GLEW has been ON since 3.4 so explicitly setting it OFF creates the GLEW dependency -- which is now impacting OpenGL linkage (I haven't investigated why). Is there some reason you still need the GLEW dependency (integrated graphics)?
If not, you should be able to omit the NO_GLEW option here. Otherwise, @davidgyu may have more to say about current and future use of GLEW in OpenSubdiv.
