可以写个配置在config.yaml里面啊，好像安装完后修改次数就没效果了

现在装完config.yaml里面也不会生成乞讨福利金的字段

乞讨福利金限制次数无效果，也找不到设置CD的字段

超级用户没有次数限制，正常是5次上限
