It's possible that Rubicon Project may have supported zero-value house ads when waterfall and passbacks were how things were done, but those things aren't supported in a header bidding world.
Certainly passbacks aren't needed in a pre-bid world. There may still be room for them in a post-bid scenario, but that can be supported with default html back to the ad server. Or another place. The postbid example on Prebid.org gives an example of passbackTagHtml
So in short, I agree with @mjacobsonny on this one. Header bidding tech shouldn't need to cache zero-value bids.

I strongly disagree with this - house ads (or direct DFP integrations through bidder's platform) may have an actual ad with $0 CPM.

@YOzaz -- Are you suggesting that publishers would administer "House" line items in the ad server to accept header bidding demand with $0.00 CPM?

A scenario would be Rubicon placement, which has a DSP connected as client's DFP passback - with zero CPM. It would work as a indirect connection to DFP through Rubicon's bidder for serving house ads.
As a result, Rubicon may come back with an ad, which is actually a DFP ad, and has CPM set to €0.00 (to ensure it doesn't serve above commercial items or programmatic deals).
Or even if you'll decide to develop support of DFP adapter on prebid server - there are plenty of cases when CPM can be set to zero.
Not sure how much it's being used in practice, though.

Given the direction of the project, I don't plan to spend time fixing this on the existing /auction
endpoint.
It will be implemented in /auction/openrtb2
when #216 gets done, though.
