Good news ... I can reproduce it. Thanks for such a nice complete test case!
Bad news ... this is definitely a shortcoming in the breakpoint/stepping code, which is rather complex. I will dig into this. Please keep your test case repo around if you don't mind.
A bit better news ... As a temporary workaround, if you open the source code for the 'configure()' in esp_hal_common (right-click, F12/Go to Definition), you will be able to set breakpoints on some lines, e.g. line 484.

Just updated it! I haven't tested it on HW nor reproduced the issue again, but I can do it on Monday or whenever you want me to test something! Thanks for all your work into this issue!
