Pidgin does not support photo URIs (EXTVAL) at all.

And I just tried many client on OSX, Windows... EXTVAL seems to be not supported on all clients that say "We are xep-0054 compliant" :/

I have no idea, maybe ask developers of those clients?;) Psi seems to support EXTVAL, ot at least seems to parse EXTVAL in source code.

XEP-0153 (vCard-Based Avatars):

1. The element SHOULD contain a child whose XML character data is Base64-encoded data for the avatar image.
2. The element SHOULD NOT contain an that points to a URI for the image file.

And I just see that facebook had a workaround some years ago, but now avatars are BINVAL.

The scenario would be a script that download the avatar after creation/update > encode as base64 & get MIME > save it through ejabberdctl
