Message Reliability: Retransmissions

@kedars I plan to start with this. As part of it, I plan to do:

• Some cleanup of the "Exchange" code, as after my async changes, the logic is all over the place, as we discussed some time ago
• The Exchange API needs a slight change, as it is currently... unsafe. As in, you should NOT core::mem::forget a future returned by Exchange::recv or Exchange::send and so on. But it is clear to me how to address :)

The thing is I want to make sure that the two changes from above ^^ do not get in the way of implementing message retransmission, hence why I would try to do it together with the cleanup.
