This is intended behavior, see the docs:

Please note that Black does not add or remove any additional nested parentheses that you might want to have for clarity or further code organization. For example those parentheses are not going to be removed:

return not (this or that)
decision = (maybe.this() and values > 0) or (maybe.that() and values < 0)

There's several contexts where we currently don't remove parentheses though we probably should; look at F: parentheses Too many parentheses, not enough parentheses, and so on. for some examples.

But @RedGuy12 is right that in this specific case we intentionally keep the parentheses.
