I would like to have access to "settings" in my custom IJinja2Environment utility

What precisely do you want to work with? As of the latest commit to pyramid_jinja2, the registration either gets called during config.includeme('pyramid_jinja2') or after the first template is loaded. Both of which call the sort of private _get_or_build_default_environment(registry) function. Once that utility has been registered, you can easily look up the utility and augment the Environment instance or it's loader directly.

Besides this, I also have a need to use a different loader with the Environment... a loader that works more like the chameleon loader, so if you have a suggestion for making the loader construction more flexible, feel free to describe it.
