@jhgorse, cmsis-pack-manager is mostly written in rust (for speed; see #18 for details there). To avoid required the user to install the rust compiler, we build binary wheels (as part of the CI) and release only the binary wheels. see #91 and #97 for longer discussions on what exactly is require.
OTOH, we release for macOS (I have a mac as well), and you should be able to download a compatible binary wheel. Could you try explicitly installing the macOS version from here: https://github.com/ARMmbed/cmsis-pack-manager/releases/tag/v0.2.6 and post the error that you get?
