Local package install `pip install .` doesn't install files included in `.gitignore`

This behaviour is caused by your build backend, not by pip. You should ask for help on the support forum of that build backend (which appears to be poetry, from the fact that you mention the poetry new command).

Ok thank you! Yeh looks like Poetry excludes files based on the .gitignore. https://python-poetry.org/docs/pyproject/#include-and-exclude
