You almost have it. Your tool.semantic_release.branches.other
is correct, but your repository is in a detached head state. You must checkout a branch so that the branch name matching will work correctly.
In GitHub Actions, the environment variable $GITHUB_HEAD_REF and $GITHUB_REF_NAME are two variables that can provide what branch was created by the user (depends on if it's a PR or not). Details can be found https://docs.github.com/en/actions/learn-github-actions/variables#default-environment-variables
In your job steps, when you run the actions/checkout
to grab the repository you will need to specify the branch via the above variable or run git checkout $GITHUB_VAR
prior to the PSR action.
