In general, the Randomization window takes up too much space and should be 
rewritten: it should be smaller by default and resizable.

this somehow fell by the wayside but needs to be taken care of. the window 
should be resizable and the default size should be smaller

also, window should remain open. as it stands, one has to click "Done" to 
return to the scatterplot. the window should remain open and "Done" should be 
replaced by "Close" to close when desired.

fix is applied in version (nightly build) 1.7.37-1 for verification

GeoDa 1.7.37-2 (nightly), 13 July 2015

Tested scaling on counties with AL, soy crop points, and NYC dataset for all 
canned levels of permutations: worked fine for univariate Moran and EB rate. 
Modeless state works, too.

Doesn't work with bivariate Moran's I: randomization view won't come up 
(replicated for different datasets: soy crop and NYC).
