Looking at the history, paragraph 2 was introduced in XQuery 3.0, while paragraph 10 is from XQuery 1.0. I'm not sure if this means that there was an intention to change the spec, one which was incompletely implemented.

PR #635 assumed that the statement in para 10 reflected the intention: different XQuery modules can have different sets of imported schema components.

Looking at this more carefully, it appears that some changes proposed and accepted for PR #635 (issue #451) got lost in the course of conflict resolution. I am writing a new PR (under this issue) that reinstates these changes.
