If you want to open issues against a whole release, they would be better off in the release repository.

If you just want to open blocking issues, assign them to the current milestone.

I hesitated. The idea was to have one issue in one repo (I thought about using release) where can have a summary of everything, just referencing it in blocking issue... May be not a good idea...

It's better than nothing!
From my perspective this shows up as an issue with template-library-core, which isn't really true.

Agreed! I was about to do it in release but was afraid that it would be less exposed... Next time, I'll use release (or even better you could create the issue at the time you do the release and ask people to report isssue referencing it).
