gyp ERR! stack Error: C:\Program Files (x86)\MSBuild\14.0\bin\msbuild.exe failed with exit code: 1 this looks to be the core issue.
How about when you run npm install --global --production windows-build-tools ?

I forgot to mention I installed those build tools too
What else could it be ?

I seem to recall there being a configuration thing you could set in npm to point to a particular version of build tools. I've seen complete reinstalls of node fix issues like these as well. As long as installing node-gyp separately fails with the same error, there's not much I can help you with.
Alternatively, you can try using an Ubuntu VM or Windows Subsystem for Linux
from angular-truffle-box.
