Scatterplot is when "The data is displayed as a collection of points, each having the value of one variable determining the position on the horizontal axis and the value of the other variable determining the position on the vertical axis". If you can map the size of the points it becomes a bubble chart. The bubble chart you mean is the circle package.
I propose this solution. 1. Circle package (as it is) 2. Bubble chart (no axis - aka the old one) 3. Bubble chart (with axis - aka the one we have now) 4. Scatterplot (just x and y and color).

I would completely avoid the use of "bubble chart" in both cases.
This one is fine to create a scatterplot (if you don't set size) and then to weight it.
The other one is as you said a circle packing.
