I'm using vagrant, so that

There is a module dependency on stahnma/epel which ships the os_maj_version fact. A regular master/agent configuration would plugin sync that fact to the agent, but I imagine Vagrant is using puppet apply?

Yes,it does use puppet apply.

This should be fixed in commit d123ad6. If facter 1.7+ is installed, it will use ::operatingsystemmajrelease.
