Utils script has ConvertToRGB() as Well. It calls Utils Script which triggers loading of all the additional plugins it needs as well. I might remove it down the road, I'll see what is needed.
If a Plugin is loaded but not used, there zero consequences. If it takes you more then 3 seconds for preview window to appear, then something else wrong (Very likely some Hardware issue).
You can't compared 1.7.0.6 to Newer versions two very different set of filters & plugins are used.
