Update:
The communication was successful, but the motor did not execute the position command from the second time.

Solved.
On Jetson AGX Orin:
Add patch: overlay_usb_35.3.1.tbz2
OR OTA update Jetpack to 5.1.2 (rs35.4)
from dynamixelsdk.
