The error you are seeing on the page is returned from Flickr, so there is definitely an issue with your ca root certificate on your host. The shopp plugin is working may be because they are opting to not do certificate verification at all.
Note that no versions before 3.5.0 would work now because of the change happened on Flickr.com. They've shutdown their http endpoints and only way to get data from Flickr is via https.
