It's seems like application need to be installed after downloading.
Not only downloading and unzipping, isn't it?
And looks like it isn't need to add appium-installer to path env.
I think we only need to extract archive and execute first command from bat file:
appium-installer.exe /SP- /silent /noicons /closeapplications /dir=expand:%1

Checkout new version and give some feedback.
Note: due to installation limitation - if project isn't start as admin - program will promt you for privilegies when install appium driver in system.
