for ruby >= 2 you need debase and debase-ruby_core_source gems installed

Any reason why these dependencies aren't added to the gemspec?

Most likely because we do not know how to specify them correctly :( PRs are welcome.
Look at https://github.com/ruby-debug/ruby-debug-ide/blob/master/ext/mkrf_conf.rb#L20-L26 for information about real dependencies the gem has.
