You need to implement delegate methods to provide height and width for the header instead of referenceSizeForHeaderInSection.

func headerHeight(indexPath: IndexPath) -> CGFloat {
      return 63.0
}
    
func headerWidth(indexPath: IndexPath) -> CGFloat 
     return offersCollectionView.bounds.width
}

Then your viewForSupplementaryElementOfKind will be called.
