So it looks like Eclipse does not have the root SSL certificate used on Github Pages. How can I add that to Eclipse?

Then edit eclipse.ini and add

WTF, what did I just do? Anyway, that fixed the installation problem.

It turns out my ca-certificates-java package was broken on Ubuntu. Fixed it with:
sudo dpkg --purge --force-depends ca-certificates-java
sudo apt-get install ca-certificates-java
