It seems your config file miss the [sigal] header.
As you are using the development version (and I advice you to do so as I changed quite a lot of things since the 0.1), the README is not up to date, I must update it.
You can use the tests/sample/sigal.conf as an example config file. For testing, sigal tests/sample output should always work.
And I am currently trying to finalize a 0.2 release ;-)
